It is a tool to pinpoint specific parts of the ‘reading process’ as weak and contributing to a struggling reader. This is a ‘screen’ and NOT a diagnostic tool nor a standardized test. After intervention techniques are implemented, but do not show reading gain, a more comprehensive evaluation is indicated.
